William F. "Trey" Smith III was born and raised in Russellville, Arkansas. He graduated from Russellville High School and attended the University of Arkansas at Fayetteville and received a B.S. in Biology. He attended the University of Arkansas Law School at Fayetteville and received a J.D. in 1998. After graduation, Mr. Smith practiced with his father, William F. Smith, Jr. until January 1, 2001, when he accepted the Russellville City Council's appointment as City Attorney to fill the remaining four (4) year term of the previous City Attorney. Since then, he has been elected to the position of City. The position of City Attorney requires a number of advisory roles to the Mayor, City Council, Department Heads and the various City Commissions and Boards. Mr. Smith is a member of the Pope County Bar Association, Arkansas Bar Association and the Russellville Kiwanis Club. He is also a Registered Parliamentarian with the National Association of Parliamentarians.
