RPD Administrative Division
The Administrative Division of the Russellville Police Department oversees the day-to-day operations of the Russellville Police Department. The support services, quartermaster, warrants, support Lieutenant and desk sergeant is directly accountable to the Administrative Captain.
This division is responsible for the entering of reports, collision reports, collection of fine payments, entering and inventory of evidence, building and vehicle maintenance, serving warrants, distract court bailiff, and NIBRS updating to name a few of their responsibilities.
The Administrative Division is a key asset to keeping and maintaining the daily operations of the Russellville Police Department.
RPD Chief
Tom McMillen has been with the Russellville Police Department for over twenty-eight years and was appointed Chief of Police in January, 2007. Chief McMillen started his law enforcement career in 1979 as a Military Police Officer in the United States Army. In 1983, he became a Police Officer for the City of Russellville. During his tenure, he has worked his way up through the ranks holding many different job assignments, from Detective in the Criminal Investigation Division, to Patrol Commander and then Assistant Chief for 10 years.
Chief McMillen has an extensive educational background in Criminal Justice. He is a graduate of the FBI National Academy and the School of Law Enforcement Supervision at the Criminal Justice Institute in Little Rock, AR. He also attended Arkansas Tech University and the University of Virginia, with an emphasis on Criminal Administration and Management.
Chief McMillen is involved in many professional and community organizations. He is a member of the Arkansas Chiefs Association, National White Collar Crime Organization and the FBI National Academy. He is currently serving as a Justice of the Peace on the Pope County Quorum Court. Chief McMillen lives in Russellville with his wife Luann and his 3 children: Jason, Zach and Hannah. He also enjoys sports, music and loves to travel.
RPD Criminal Investigation Division
The Criminal Investigation Division (CID) of the Russellville Police Department is composed of a Lieutenant, Sergeant, and Six Detectives. The Division is under the supervision of a Captain. CID is responsible for the investigation of felony and misdemeanor crimes that occur in the city limits of Russellville. CID is also responsible for the gathering and processing of evidence from crime scenes, internal investigations, and background checks for prospective new employees. The division also includes a computer crimes unit, narcotics investigation, and street crime unit. The division is also responsible for Sex Offender Registration in the city limits of Russellville.

RPD School Resource Officer
The School Resource Officer (SRO) program is a partnership between the Russellville Police Department and the Russellville School District. SRO's are full time, Russellville officers assigned to schools within the Russellville School District.
The primary purpose of the SRO program is the reduction and prevention of crime committed by juveniles and young adults. The program goals are:
RPD Service Division
The service division is comprised of civilian employees that maintain the daily activities of the Russellville Police Department. There are currently eight full-time civilian employees assigned as follows: administrative assistant, CID secretary, quartermaster, patrol clerk, court clerk, warrants clerk and two records clerks.
The Record Clerks provide general record maintenance and data entry for the department. The Records Division is responsible for processing accident investigation reports, data entry of traffic and criminal offenses and the processing of requests for reports.
The Quartermaster handles all evidence entry and is responsible for the maintenance and tracking of all evidence. The Quartermaster also maintains an inventory of all department issued equipment and uniforms.

RPD Training Division
The Training Division schedules, coordinates, or instructs training classes throughout the year to help our personnel acquire education that will enhance their ability to serve our community.

RPD Warrants
The Russellville Police Department Warrants Office serves active warrants, arrests fugitives and acts as the bailiff during district court proceedings. The Warrants Office has one full-time officer reporting to a supervisory Sergeant.
