Historic Commission
Created by Ordinance 2011 on February 21, 2008, the Russellville Historic District Commission (RHDC) oversees the creation and operation of historic districts within the City of Russellville. Made up of seven members appointed by the Mayor with the advice and consent of the City Council, the Commission meets monthly.
One of the Commission’s primary duties is protection and enhancement of the Downtown Historic District (please see below for further information), accomplished through review of all proposed exterior modifications to structures in the District. Any work that receives Commission approval is granted a Certificate of Appropriateness, allowing applicants to continue the normal process of obtaining a Building Permit and other necessary approvals from the City’s Public Works and Community Development Departments.
Other Commission duties include conducting studies for identification of other historic sites or districts within the City of Russellville; acting as a point of contact for the public and for state and federal agencies in matters concerning historic preservation within the City; and making recommendations to the State Historic Preservation Officer for the listing of local historic sites or districts in the National Register of Historic Places.
Created by Ordinance 2023 on June 12, 2008, the Downtown Historic District is described as that area bounded by Arkansas Avenue on the east, Union Pacific Railroad on the north, El Paso Avenue on the west, and Second Street on the south.
Within the District, any proposed exterior work (other than normal maintenance) that will be visible from any public right-of-way must be submitted to the RHDC for review and approval. Applications to appear before RHDC are filed with the Historic Preservation Officer (HPO), who may be able to administratively approve minor projects.
