Item 1.            Consideration of a Resolution Authorizing the Mayor and City Clerk-Treasurer to sign a One (1) year Extension Agreement with Centennial Bank to Render Financial Services for the City’s Bank Accounts and for Other Purposes.  Submitted by Robin Johnson


Item 2.            Consideration of a Resolution Authorizing the Mayor and City Clerk-Treasurer to sign and accept the Grant from the Department of Justice (DOJ) and for Other Purposes.  Submitted by Robin Johnson


Item 3.            May 2020 Expenses for the Arkansas Valley Alliance for Economic Development in the amount of $6,181.16.


Item 4.            Discussion and Consideration of a Resolution to use Economic Development Fund #2 for the purpose of upgrading Hangar 1 West at the Russellville Regional Airport, for the purpose of locating Specialty Propeller Services on the Russellville Regional Airport.  Submitted by Keith Frazier

Item 5.            Consideration of a Resolution Authorizing the Mayor and City Clerk Treasurer to Enter Into an Agreement with Arkansas Fence & Guardrail to Install Guard Rails on Two Sections of Skyline Drive that are Maintained by the City and For Other Purposes.

Item 1.            Consideration of an Ordinance Prohibiting Retail Sale of Recreational Marijuana in the City of Russellville, Arkansas, Should the State of Arkansas Legalize Recreational Marijuana But Remain Illegal Under Federal Law; Excepting Medical Marijuana From the Ordinance; Prescribing a Penalty and For Other Purposes.  Second of Three Readings.  Submitted by Rick Harrell.


Item 1 was requested to be TABLED at the May Agenda Prep meeting until June City Council Meeting 


Item 2.            Consideration of an Ordinance Vacating and Abandoning the of South Fifteen (15) feet of East “C” Street, the East Ten (10) feet of North Detroit Avenue, along Lots 5 & 6, Block 21, J.L. Shinn Addition to the City of Russellville, Pope County, Arkansas; and for Other Purposes.  Second of Three Readings.  Submitted by James and Patricia Brown. - Approved unanimously.


New Business.

 

Item 1.            Consideration of a Resolution Welcoming Gulfside Casino Partnership to the Community and for Other Purposes.  Submitted by Chris Olson


Item 1 was Tabled at the May 27, 2020 City Council Meeting

 

Item 2.             For Consideration an Application for a “Memorandum of Understanding” which would allow parking in the right-of-way along E C Street for property located at 400 E C Street. Submitted by Jay and Patricia Brown. (SP.20.05.182) Unanimously approved by the Planning Commission.


Item 3.            Consideration of a Resolution to approve a Special Use Permit to allow operation of a used car dealership on the property located at 3405 E Main Street, in a C-2. Submitted by Ira Wimer of HTW Architects, Engineers, and Planners on behalf of Matt Enderlin. (SP.20.05.183) Unanimously approved by the Planning Commission.

 

Item 4.            Consideration of an Ordinance to rezone the property located at 4109 W Main Street from R-1 Single Family Residential to C-2 Highway Commercial to allow a small family business. Submitted by David Garza of Barrett & Associates on behalf of Jo. Anderson. (ZO.20.05.218) Unanimously approved by the Planning Commission.

Working Session Immediately

Following the City Council Agenda Prep Meeting


Please be advised that Mayor Richard Harris and the City Council will be conducting a working session scheduled for Tuesday, June 9, 2020 immediately following the City Council Agenda Prep to discuss a possible Ordinance for the renewal of sales tax that expires in December 2020, presenting this issue to the voters in Russellville for renewal and to consider possible dates for an election.


Mayor Richard Harris and the City Council will meet in person in the First Floor Conference Room at City Hall to discuss this matter.  The meeting will be opened to the public with limited seating.  Any person(s) entering City Hall will be screened at the front door prior to entry.
